My dad is trying to connect his computer at the conservative club where he works to the internet, but when he does it says it cannot find a line. Could this be because the club has a payphone on the line?

Is he using a Dial-Up connection?
The easiest way to test if the payphone is the problem is to disconnect it from the line and try to connect the broadband. If it works, its a problem with the payphone, if not, it's something else.

If it is a problem with the payphone, make sure that there is a micro-filter connected between the line and the phone.
It's a new connection when you put the disc from the supermarket in
