on the m25 westbound before heathrow the tall fences at the roadside have glass windows at the top, any idea why?

they are there for noise reducing,for the houses nearby.

They are being installed at the top of the M3 now.

They are made of a special noise asborbing material so anyone living in close proximity to the motorway will not suffer as much from traffic noise.
