If Norman has paid �40 from the airport to Las Ramblas, he's been ripped off!

The official Barcelona Airport website quotes �17.20 to Plaza Catalunya (which is at the northern end of Las Ramblas). Luggage is charged at �0.90 per item:

20 euros plus tip if traffics ok

I went recently and got a cab, midweek lunchtime, and it cost me 30, including the 5 euro tip.

On a Saturday it cost me �25

I would say about 20� - was there last week and airport to Sants was 13� and Ramblas isn't so much futher.

You can get an airport bus for 3,75 Euros. Goes to centre of Barcelona, Catalunya Sq I believe. 1 minute from Ramblas. Takes about half hour and gives you a good view of Barcelona. Very safe, good ride. You can pay on the bus. The stop is right outside the airport, which is not very big in itself.

Salsadancer is spot on, catch the bus, it's cheap and easy and drops you off at the top of the Ramblas, plenty of room to store your suitcase's on board and you save yourself about 30 euro.

I was going to mention the bus, but the queues are long and lugging suitcases on and off are a bind - I couldn't be bothered with it.
