IRC's (International Reply Coupons) availability problem

In Ireland for some reason or another IRC's are not available even in the head post office (GPO).The nearest place I can get them is in Northern Ireland or in the UK.I went into my local post office the woman told me An Post had stopped selling these years ago.I then told her that in 372.2 of the International Mail Manual ' 372.2 Availability
Reply coupons may be requisitioned by Post Office facilities in the same manner as postage stamps. The coupons should be stocked at Post Office facilities that have a demand for them.' She told me to contact the manager on Monday.Even though they didn't sell them could I still get them to order them ?
Any suggestions ?

You should still be able to get your local PO to order them if the manual you quote above isn't out of date.

My local PO (in England) does stock them. Average sales less than one a year.
