Streets are often named after local people of note,or perhaps if a farmer sells his land for housing and the name of the farm was Brooklyn Farm then you might get a Brooklyn Road.

It's the local council who usually decides on the names but some housing developers or the original landowners might make suggestions.

Saying that,I haven't a clue why road is called what it is!
The local council usually looks at any suggestions, then decides. But often older streets or roads will have a traditional name, made official only later. My house is one of a line of four built in what was a field back in 1880. The road they're on was, and still is, known by the name of the person who had the houses built.
I live on Bridge street, could be something to do with the bridge that runs over it.
