If my mother needs to go into a care home, will the government pay for it or do I have to do it privately.

Not enough information.

Does your mother live with you?
Does she have a lot of savings?
Does she own her own home?
Do you live in Scotland?

Sorry.. She does not live with me, she has no savings and the sale of the house will not cover her current debts and she lives in England.
