...brought to mind memories of painters who lived near me when I was a child. They had reddish skin across their noses and cheeks. In those days I think lots of paints were lead based. Could years of working with such Paint have caused the skin discoloration ?

Perhaps it was a result of years of breathing the solvents used in the majority of paints.

Yes, it was probably a combination of both that gave them their complexions.
