Only one left. Can anyone help me with these please

36A. ?L?S?A / ?I?O? - Strictly winner owned nine, as Noel perhaps came round
I think this is a name but as I never watched Strictly I'm clueless (lol)

I would really appreciate it if someone could explain these two clues:
32A. C?I?A - (Country pal in the East End) I get China but do not understand the pal reference
38D. ?R?M?T - (King George to leave out animated dog) I get Grom(m)et but do not understand why King George is an 'm'

32 China is short for China Plate - cockney rhyming slang for mate (pal)

China plate=mate in Cockney, east end, slang. It's shortened to China
Gromit
GR = George Rex + omit (leave out)
G R (king George) omit (leave out)
King George=GR+ omit?
