I read past the headline, which you clearly did not.

There is a disconnect between the headline and the words below it. The comment below the headline mentions Starmer just once, to say he is a dud.

I think the headline has thrown you.

The Daily Mail COMMENT was a warning from a friend that the Prime Minister has made a mistake on this and a few other things recently (Patterson). And that he needs to up his game.

It is a critical piece not a glowing tribute.
Gromit, one poit of that article, as shown by the headline, was do you want to replace Boris with Keith Starmer.This from the article:-

There have been numerous examples of the PMs colleagues breaking lockdown rules, the party at No.10 is just the latest.
The Barnard Castle PR disaster was the start. The Garden at No.10 used for a bizarre Cummings monologue, where he explained away a 600 mile trip as for testing his eye sight. No one ever believed that excuse, but it set a precedent: - Lie your way out of any difficult situation.
