o god why are people so censorious

Indian Law has a basis in our glorious Empire ( is a common law jurdiction ) and so I am pretty sure that he cant force them to provide a course where there is no one to do it.

he has to read his contract as to whether they said they would provide the courses he wanted (probably not unless they were core) - and he cd claim the current fee back on grounds of misrepreentation

but what he would want is the previous years fees so as to put him back where he was..... and he would probably have to go to court for that and claim in restitution on contract... and in India where is one case that has lasted 200 y. Litigants commonly die before the case is listed.

so I didnt answer as by and large I think he is screwed
