I was issued with a replacement debit card last Monday week and it still hasn't arrived.

I was able to contact Santander but of course get an English accent but what I got from him the card has been sent - he said "special delivery" and I should get it today. It is 7 full working days also.

So far haven't received it. I have been here in the house all day and haven't seen a postman so think the delay is with Royal Mail -

There is absolutely no chance you can contact RM regarding this matter. I need this card for purchasing online. When you ring their number they tell you to go to their website which is absolutely no good.

Anything else I can try?

Seriously though, it's usually the things that you really need that seem to get the Royal Mail delay treatment.
use paypal instead?

you cant use cash online but you can use paypal on a lot of sites
if you go to a branch of yr bank with ID they'll give you cash

Oh I know if I go to Santander with my ID they will give me cash - but I would then have to into Belfast city centre which I avoid like the plague. The only time I go in is every 3 years for breast screening examination.

Where I live I have every shop imaginable so no reason for me to go into town.

As ginge has said a little more patience.
