Is he saying it with hindsight or was he saying it before last week I wonder. Even if we're on highest alert its hard to see how the police can be everywhere following every potential lonewolf sadly

Yes I know Bobb but we have good intelligence and if they say the tenor alert should be heightened then they should move to do it
Apart from alerting the public to a potentially higher risk, I wider what difference that actually makes to the security services? I like to think they never let their guard down in the slightest.

Heightened states of alert relate to different or enhanced security procedures.
But when you have someone acting alone, if such is the case here, we don't really know, it can be next to impossible to anticipate what they will do because you don't have any pre-attack activity to go on.
