It will be interesting to see where the government goes with this; we have had 'Eat out to help out', now the £100 voucher card and the Scotch government are still looking into a Minimum Income Guarantee scheme.( targeted Universal Basic Income ?)
They have tried in USA and UK helicoptering money in at the top-down (banks, financial institutions, lenders) so now it looks possible they might be seeing the result of a more targeted approach from the bottom- up.
Perhaps ration cards for petrol/diesel and for food, or 'databases' and electronically recorded transactions can and will marry.
Pushed, filed, stamped, indexed, briefed, debriefed and numbered?
