No, batter without any flour is an omelette. You can replace the wheat flour with cornflour or any other gluten free flour and it works well.

Have you actually looked at any of the recipes in that link? Most use corn starch (flour) or rice or tapioca flour. Eggs and milk alone will not make a batter! There is nothing in those ingredients that will make the batter crispy.
