Keep calm, ring the council and ask what time he's allowed to carry on banging 'til. I'm sure he's not allowed to start before 9am on a Sunday but I'm not sure what time he's meant to finish. You can't really complain if he's working within the acceptable hours. Everyone is entitled to do work on their property. If he doesn't own the property he will need permission from the landlord / council.

Do you know if he owns or rents ?
I'm sure you'll nail it Nailit
there is a start time and and an end time for DIY, check with your local council, record every incident and report him to them. They should look into it at the very least. Tell the council you are unable to sleep, and see what they suggest.
see if there is an out of hours council patrol, who will attend at his property if its late. and then don;t take matters into your own hands as that can have nasty repercussions.
an ode to high rise living........
