Japanese road suface.

I watched a sort of Tomorrows World type programme about 10 years ago which featured a Japanese invention that took old rubber tyres, grated and mashed them to a fine powder, mixed it with a flexible glue and used it as a road covering.
It lessened wear and tear and lenghtened the life of a car tyre indefinately, cut down on road repairs as it was flexible and almost destructable. also solved the tyre mountain problem. Was this invention put into practice?????
