Okay so I know this sounds weird, but when I was a kid my parents were driving on a bridge and there was someone on the edge, wanting to jump. Everyone who drove past just honked their horns at the person. Why?

Are you in the USA, strawberrycats ?
Over her in the UK we usually honk when going over a steep ( narrow ) hump back bridge to let any other motorist on the other side know that there is a car coming over so as to avoid a collision on the brow of the bridge.
Perhaps it was someone they knew.
It wouldn't be recommended really, far better to wait and pull up to one side and then go and see if you, could assist or call for help.
Because they are a goose?
