It isn't. That's the whole point of this thread. The PM has said that the national (England) legislation on wearing of face masks in shops and on public transport will lapse on Monday and will not be renewed. However, if I want to travel on a TfL bus or train I will continue to have to wear one or risk being either refused permission to board or be thrown off if I do manage to get on. TfL is not a private company. It is a local government body operating under devolved powers from Westminster. It has received huge sums from the taxpayer to keep its services operational over the past year or so. There is no reason for it to impose conditions which do not prevail elsewhere. Shops are different. I can pick and choose where I shop if I am denied admission. And I shall.
