If I want to get a 6% solution to a 3% solution do I simply add the same volume of water to the greater concentration to get what I need?

No. The 6% solution is 6 vol of whatever to 94 of water. You're after a 3/97 ratio. Now you do the maths.
Does the 6% solution use water as a solvent?

Hydrogen peroxide 6% w/v including purified water, phosphoric acid and phenacetin.

It's to be used for softening earwax, like with Otex but about a twentieth of the price.
Original solution
6ml:94ml (100ml in total)

Second solution
6ml:(94ml + 100ml) (200ml in total)

6ml:194ml = 3ml:97ml

I always thought that normal cooking oil would do.
As it's not only purified water, adding the same measure of purified water will not dilute it to 3% but I doubt it would be far off
