A PSV licence is one for transporting paying pasengers as in a coach or bus and a HGV is for carrying goods around so not the same thing.

They're totally separate.

There was a case before the courts where a charity had bought an old double-decker for conversion to a playbus, which was to be driven around local villages. They paid to have one of their volunteers trained in order to obtain his PSV licence, so that he could then drive it. However, when he was stopped by the police, it was determined that (as the vehicle was no longer used for carrying passengers) he should have had an HGV licence, not a PSV one. So he was prosecuted for driving without a valid licence.

Also, neither exist anymore. The PSV licence is now category D1 or D (according to how many seats) and HGV 2 is now category C (anything over 7.5T gvw) but you need a C+E to drive an artic or a wagon and drag. Complete list at https://www.gov.uk/driving-licence-categories
