It has been suggested the UK pay for them. Not happened so far.
Have a read of the article, it is in there:

These will be people returning home for Ramadan which starts next week. They are UK citizens returning home.

Bringing in a new variant is a possibility but I have not heard of the Pakistani Variant.

Pakistan has not really Covid hotbed. The UK have had 127,000 deaths, and Pakistan 15,000 from a population 4 times greater than the UK.
I'm not sure I understand the thinking behind the red list countries.
Not saying it doesn't make sense: just don't understand it.
