I`m not sure anyone would confuse Ian Curtis with Marilyn though
Sorry. Wrong thread.
A Netflix plan allows you to download Netflix content on 1, 2 or 4 different devices, depending upon how much you pay for it.

Your neighbour's son is clearly trying to use his iPad when there's already Netflix content on other devices. He won't be able to use the iPad to view Netflix unless the existing content is removed from at least one other device (or until the Netflix plan is upgraded to allow more devices to be used):

(Click 'Remove downloaded titles from an existing device')
The Netflix subscription stipulates how many devices you can register and how many you can use for offline viewing. You solve it exactly as stated in the message: fo to one of the other devices that you've used for downloading, and remove the downloads. Login to Netflix, go to you account settings, and choose Manage Download Devices.
Mine comes up with who is using it.

Still cannot get this to work Netflix app only on tv and iPad cannot see anywhere to remove downloads
If the Netflix account is a 'Basic' one, at just £5.99 per month, then downloads can only be on ONE device:

If it's a 'Standard' or 'Premium' account then I suggest logging into the account via a web browser and removing any devices that aren't used for Netflix:
