Thered be no point. Anyway if people can forge passports and other document's they could get round this easy.
We cant even for example tell how many hundreds of thousands /millions of people are in the country illegally and not on the records until they get picked up.
Some of the other things like cashless (almost) were happning anyway, its just speeded it up
