That's an interesting question. I had an idea for a documentary and I looked into pitching it to the TV companies. What I found out was the these days, the TV companies don't make the shows. They use production companies and they buy the shows from them. So you need to pitch it to a production company.
I think seeing who is producing a like prog on tv and then pitching it to him is quie a good idea
OR - if you have a show star in mind then pitching it to him

and having said that - well someone has to start somewhere
BUT
I dont know anyone who made it
plenty pro-am acts with agents who ....remained am
a few men put in a fringe show at the Edinburgh Fringe but nothing happened
one who sent a demo tape to Kenny Everett - who - - - offered to buy one sketch and nothing else
none of the footlights in my year made it. Simon Jones made it as an actor Ford Prefect and Lord Bridey.
Jed Mercurio latterly anaesthetic registrar in B'ham made it with Cardiac Arrest twenty ago, and then Line of Duty - but his brother was already a producer. My frenz figure in a few scenes.

keep trying - good luck - I think it is like being an author - - a la J K Rowling or Phillipa Gergory
foorlights - - oh and Prince Charles 'made it' as heir to the throne but I dont think that was due to his ideas and abilities
