Is It Illegal To Travel To Scotland?

The guardian has stated that there is a draft paper published making it illegal to travel to Scotland.
Looked on the Scotland government site and it doesn’t say that just advise against it.
Does anyone know?

for you, the important part is having "reasonable excuse". these are set out in Schedule 7A, paragraph 3, on page 8. if you reason for entering scotland appears there, happy days.

But danny, what are "rules" if they are not instructions ordering you to do something (or not to do something)?
The Regulations have been passed into law and will take effect from 6 pm to-night.
NJ. I think that an order is more demanding than a rule.Maybe I'm wrong but I think that there is subtle difference betwen the two.
I think it's very subtle. :-)
