When I was at school Izal made an excellent substitute for tracing paper, which was expensive. Someone would ask to go to the toilet and come back with a wad of paper which he would hand out.

Apc...the one I got didn't shred...AND had the Good Housekeeping seal of approval. The Sainsbury's one is also good...only thing reviews complain about is scent. Something I've not noticed.

Said it before: all toilet paper is inefficient at properly cleansing your bottom.

Soap and water are the best method.
