Can you be reimbursed the travel insurance cost if you haven’t yet taken the flight/holiday etc. And haven’t made a claim.

Are you talking about travel insurance taken out with the airline?
You probably had a 14 day period to change your mind.

If it's gone beyond that, then no. You have already had the cover running in case something had occurred to make you unable to travel.
