Explorer cannot open Tiscali page

I have 2 users on my and they both use the same Tiscali account. One of them is absolutely fine, but the other connects to the net, then starts opening the Tiscali page and a message pops up saying 'Internet Explorer cannot open the site http://www.tiscali.co.uk. Operation aborted. That's it, it doesn't offer you any extra information as to why. Tiscali's help service is absolutely useless, they don't reply to emails and noone answers the phone unless it's a sales enquiry.
