Because they're idiots.
Why is it so difficult for them to not ride on the public roads either ? Why can't they use them up and down their back garden path, as is the only safe and sane place for them ?
If its right what was on TV the other night, @ 20p per minute, no thanks, along with the hassle you're going to get off other people not riding.

It's because the only other place is the road, which is full of cars that will flatten them without even noticing.
too bad if they get flattened, they shouldn't be on the pedestrians only way to go.
Haven't seen any round here.
A few around here along with electric bikes, they are lethal even if they are on the road with thier low friction tyres, they are almost silent and quite nippy.
There are a couple who both have electric bikes here. They are OK because they are both sensible.
See plenty of them on the paths near the river, speeding along and yesterday saw one very nearly collide with someone. Have never seen a police officer challenge anyone about how they are being used.
It only takes a few idiots to ruin the reputation of the majority of sensible ones.
