Motorways Cut To 60 Mph

Some sections of four motorways are going to be cut to 60 mph to reduce pollution - surely it would be better to cut it to 60 across the board rather than just in small sections. https://www.bbc.co.uk/news/uk-england-54130862

You have to laugh at some of these , Hells ( waiting for god ) Angels ,sitting astride their Harleys to see who has the loudest engine. Some of them wouldn't be safe dolng 10 mph , let alone 60
