My forsythia is 10months old, as well as shorter shoots towards the base it has four shoots about 3' long, can I trim them back to match the other growth?

Yes, but better to do it in spring after the flowers die. Apparently you will get more flowers then than if you prune in the autumn. https://www.gardenfocused.co.uk/shrub/forsythia.php

Forsythia seems very vigorous and will soon be taller than you could imagine now. I always cut back excess wood hard after blooming and it always grows back strongly.
I've alwaysed pruned mine in spring soon after its flowered to good results.
