Driving With No Licence

My neighbour lost his driving licence because of a head injury many years ago. He does not drive the family car and is over 70 yrs old. He is still however, driving a tractor on public roads. Is he breaking the law?

More than likely.
You need an 'F' category license to drive a tractor on UK roads, so the answer would appear to be - yes he is breaking the law.
