I doubt that criminals using sawn-offs in their day to day occupation worry about the rules.

if you're going to follow a life of crime, it's never a good idea to draw attention to yourself in other ways - a lot of years ago one of our supervisors was alleged to be conducting an inappropriate relationship with his landlady's daughter. when the police went to have a chat with him about that, they found his premises stuffed with more railway kit than was on hand at the depot in Newton Heath.....

As we used to say in a Sec. Mod. I once worked in (inner-Halifax) 'It's a good job they are thick'. This, following the attempt by a 12-yr-old Pakistani boy of ours to pay for goods (including alcohol) at a local supermarket with a bank card he had found...... the name on it was something like 'John Smith'. :)
