Yes. I was giving it to Sammi to help both digestion...he had rather soft poohs...and his coat.
Not too much. Just a tablespoon or so covered in warm water...then food added when it gas softened and cooled.

Yes, you can feed your dog one tablespoon of cooked oatmeal for every 20 pounds of his weight. Please don't give too much oatmeal to your dog at once, as oatmeal includes a lot of carbohydrates and is almost high in calories.

I feed my dogs oats quite often.

Growing up our dogs ate mostly oats, barley, or brown rice with offal mixed in, and very rarely meat. All lived long healthy lives.

One of my go-to meals for an iffy stomach in the dogs is either rice or oats with some yogurt. Usually clears them right up.
