It is Circa ... Around, about (imprecise) but am trying to relate to the full clue.

Hi K, contacted the compiler, it's not one of his better clues. Clear head = C (that's the bit I don't really like) which is "short on" (short for) CIRCA, meaning imprecise about dates (most often used in conjunction with dates - that bit's ok).
