The first answer given was Colchester was said not to be a city yet the road signs entering there say "Colchester, Britain's oldest city (and first) Are they wrong not to allow it

Maybe they should change the strapline to "Colchester - once it was a city"
The 'official'definition of a 'city' (in the UK) is a borough which holds a Royal charter, granting it the right to call itself a 'city'.

So, 'going by the book', the programme makers were correct in disallowing 'Colchester' as an answer.
