Yes you can spend it - IF you can find a shop willing to take it. They are not obliged to.

They can be spent , but are intended as an investment.
The best part of the investment is the fact that they can not drop in value as you can always get your £20 back.
Interestingly a £20 coin costs £20, but a £5 coin costs £13. ?
The £5 coin has sold out from the Royal Mint so to get one you have to buy it from a collector's site at £13. They are hoping the same will happen with this £20 coin.
The £5 coin was available for £5 in the standard 'circulation' issue.
The ones still available now are 'Brilliant Uncirculated' this is not the standard coin. They are made to a higher standard and struck from highly polished blanks. Intended for collectors only.
You can also buy the £20 coin in 'Brilliant Uncirculated' it costs a lot more but is still only worth £20 if you exchange it for cash at a bank.
I was just going to say the £5 coin is "Finished to Brilliant Uncirculated standard – superior to circulating coins" to costs more.

Thanks for the answers.. I have just ordered 30 to friends addresses etc. Let's hope they are a good investment. It's better than having a 20 pound note

Yes 30 for myself. I hope it's worth it. At least I know I can't lose money. Plus when everything breaks down in America they will buy them at a premium ;)
You may need to store them safely when you go travelling round Europe though

It's ok I Bury my treSure. Mark with gps and thoroughly encrypt the information. Then when shtf I don't have to worry I have stuff buried uk, France , Spain and Portugal. In very hard to reach places where development is highly unlikely ;)
