Could someone please explain to me why passengers from France are not being to self-isolate?

What is to stop people from other countries travelling to France and then travelling on to UK.

Also could someone explain to me how self-isolation works if people decide it is not for them and so don't bother. (I know of a couple cases where this has happened).

There was a thread on this yesterday. We have made a reciprocal arrangement with France. I'm not sure what's to stop such arrangements then being made with Italy, Spain, USA,,,
But really quarantining doesn't achieve much apart from causing lots of inconvenience and meaning. I'm also worried holiday companies won't give refunds saying "the flight and hotel are available- if you don't want to be stay in quarantine while there that's your problem, so no refund"
