Perhaps on reflection that's the right way of looking at it. Still, if the Government thinks it would help now it's legitimate to wonder why it wasn't introduced much earlier.

If only that were true. You can board a flight from Dublin to Heathrow, having arrived in Dublin from anywhere in the World, without leaving Dublin airport and then be waved through at Heathrow. There is a regular shuttle service from Dublin that is scheduled to fly into Heathrow after flights from Pakistan, America,
the Gulf States, and other places of "interest" have just previously landed. It has been happening for years, and is now an even more attractive option for the "people" who require such a hidden entrance.

I work in the health service and work with COVID positive patients on a daily basis. I have a holiday booked for next month which is extremely unlikely to go ahead as the country I was going to has very strict lock down measures in place and a very small incidence of COVID. At no point at work have I ever been offered testing as I have never displayed any symptoms of contracting COVID, yet would be expected to self quarantine if I came back from a country with a minimal incidence of the disease, far, far less than I am normally encountering. Makes no sense to me
