I've been knitting for my grandchildren for a couple of years my son said that the girl was 17 inches from the neck down to the correct length it seems that she is not she is only 14 inches and they wanted it longer because it rides up over her tummy would using smaller knitting needles stop this any ideas folks thanks

Is there a reason why you can't just knit it the length they want it?
Smaller needles would make it smaller all over and of course narrower.
Is it not possible to do as Woof suggested? I may have misunderstood your question though.

It rides up no matter what length I knit
sounds like its not big enough round so as it stretches to accommodate her width it gets shorter....sounds like she needs bigger all around.
