According to Wikipedia (I haven't fact-checked it):
"The two-class postal system was introduced in 1968, using first-class and second-class services. The Post Office opened the National Giro Bank that year.[31]"

Prior to the First / Second class post system, the stamp for a postcard cost less than that for a letter in an envelope.

As well as postcards having a cheaper postage, an unsealed/tucked in envelope was cheaper than a sealed one.
