I'm making a fish soup with vegetables. When they're cooked I'll add the fish for protein.

Can you defrost the cod first? Adding it frozen will reduce the temperature and it will take longer to come up to simmer. If you defrost it, then maybe 5 to 7 minutes.
Chunks - 5/7 mins if larger add a minute or 2..

The general "rule" Sandy is to cook frozen fish for twice as long as fresh fish. Of course the size of the pieces of fish are going to matter. A frozen stickleback is going to be done well before a frozen Tuna. If I were cooking fish for a soup or stew from frozen I would pay close attention and using a sharp and pointed knife or skewer keep testing the fish or pieces of fish. I would also be thinking about how long it is going to be before I eat the fish. Think I would only be adding it just before I am ready to eat. Bon Appétit.
