I have a garden bench which has been treated for outdoors..is there an easy way to paint it without having to sand the whole thing down?

You could have it dipped professionally but that may prove expensive. Long time since I had a garden bench and I sanded it down every year.

Use a coloured stain rather than paint.

Yes, a coloured stain.
It'll still need a light sanding to prepare the surface for staining though.
