I have just moved my telephone line so it is using a joint filter with my desk-top PC. I have noticed that if the hand set is off its cradle there is a slight buzzing noise from my PC's mouse---but as soon as the hand set is replaced, the buzzing stops?

Must be picking up on some electromagnetic noise from the phone or phone line.
See if moving the mouse allows you to pick up Radio 4 instead.
Is the phone on the same desk as the mouse ?
Is the mouse a wireless type or one with cable plugged into PC.

Personally, I prefer a cabled mouse because wireless types can be subjected to interference from other devices which are close by.

Furthermore, are you sure the buzz is from the mouse and Not the PC.

Phone is on the same desk/Pc is cable connected
Just try another filter, Kenny.

They're cheap, and do fail.
If the phone vibrates with the tone, I wonder if that can go via the desktop and rattle something in the mouse.

The buzzing starts when I lift the phone of it's cradle (nothing to with when the phone rings)
I think The Builder's advice is now the one to follow.

You could have a word with your Internet service provider and may be lucky and get an ADSL Filter for free. However, as you can buy them quite cheaply, it could be worth spending a little over £2. to see what happens.
