I want to install whatsapp on phone, but haven't enough storage. when I delete data on apps the data is back before I can get into play store & install WhatsApp.

WhatsApp takes up loads of storage. I deleted it twice, before deciding I needed to keep it.
Your phone will show you what is taking up the most room, so delete any photos, videos, apps you don't need. I'm not sure what difference "data" makes, but your phone will show you.
Lack of memory and ever growing apps is a main cause of planned obsolescence. How else would they get folk to dump perfectly good phones and spend an absolute fortune on the latest handset ? Time to decide if WhatsApp is worth upgrading for (would give space for other things too) or whether to give it up. Or maybe delete other favourite apps in order to get WhatsApp on.
Although you can't install Whatsapp to the SD card (or mini/MicroSD card) in your phone, some other apps can be moved there and, of course, all data can. So perhaps you need a card with more memory?
