Are there specific EU rules which prevent permanent nationalising of public services? I heard on the radio it was only allowed to keep them going temporarily until they are healthy enough to go back to private ownership.

If there are then there ought not be. It's a national level decision; and if so it is all the more wonder any party claiming to be left wing would align themselves with 'remain'.
