Norris stole Blanco's possessions. Fletcher & Blanco hatched a plan to get him to hand them over to Godber in exchange for a fake treasure map, which resulted in him digging at the location shown on the map. He's shown digging and then floodlights suddenly come on, revealing to the audience that he's digging on Leeds United's pitch at Elland Road.

But why did Norris end up digging on the football pitch and how did he gain access

Surely the map did not indicate that's where the loot was buried ?
Like many other comedy writers, Dick Clement and Ian Le Frenais simply required viewers to suspend their disbelief in order to get a laugh. (i.e. they didn't provide any explanation for the matters you refer to).
Never mind the logistics. It was very funny!
Is there a reason it couldn't have been surreptitiously buried under the turf ?

(Could have sworn that said, "loot buried by Buenchico".)
It's a comedy...One of the funniest episodes of Porridge along with the riot episode...mean, moody, magnificent!!!
