I have reset a laptop to factory settings in preparing to pass it on to a young neighbour who has no landline access. what is the most economic way she can set up email/access the web?

Trot down to Starbucks occasionally
Depending on useage I would start with PAYG dongle, before signing up to a contract. Argos do them.
If your wifi signal reaches her house, then could you let her share yours?
She may already have the means. I hardly ever meet a "young" person these days who hasn't got a smartphone. She could tether her laptop to the phone. Most providers allow a certain amount of data via tethering these days although she'd obviously have to make sure she stays within her allowance. PAYG though could be problematical.
PAYG was no problem for me therering while i was with tesco mobile
nor now with 3 but keep topped up
Tuvok I would advise against that letting someone else use your broadband connection, can leave you with massive bills.
If said person hasnt already got one then get a cheap unlocked 2nd hand smart mobile and a sim only contract
