Hello all,
I have a hall, stairs and landing which has previous been painted with textured paint and it looks awful. So I’d like to change it.

Is it possible to paper over this and if so what paper would be the best? If not is there anything else anyone can suggest as it looks horrible?

Thank you.

You may need the walls re skimming with plaster if the textured finish is thick.
You can paper over it but I suspect it'd change it from horrible to papered horrible.
You either need to remove the existing paint, which would be my first choice, or, as suggested by Ryzen, level off the existing paint somehow. Unsure what a plaster skim over textured paint would be like.
Awful, isn't it. I do wish people wouldn't.

Ryzen is quite right. Over-skimming is quick and easy, that is, if you know how to do it ;o(

If it is only textured paint (and not something like "Artex"), then you might get away with a thick lining paper.

I've no idea how thick this is, but it may be worth a shot...

Even if it doesn't obliterate completely, it may reduce it considerably.
