a lot of these terms ar technical and or jargon
cost here isnt cash as we know it - that is cash flow that you cant falsify

like
throwing money at the police as Boris recently has
is a variable cost and not capital so it can be spent on activity ( police arresting people etc) and not buildings
but there is an on-cost not budgeted for - the arrested people have to be processed by the justice system ( er courts to you and me) and there is no extra money for them

OR
